Press Release — For Immediate Release · Sept 3, 2026

Intelbex founder Rafael Sánchez outlined how process simplification, accountability and technology can make local government a driver of economic activity at DDEC’s Cumbre de Desarrollo Económico En Ruta.

SAN JUAN, Puerto Rico — Sept. 2, 2026 — Rafael Sánchez, Founder and Principal Advisor of Intelbex, participated as a speaker at the Cumbre de Desarrollo Económico En Ruta, an initiative created by the Puerto Rico Department of Economic Development and Commerce (DDEC).

During his presentation, “La Ruta de la Eficiencia Municipal,” Sánchez discussed how process simplification, accountability and technology can help municipalities improve services while supporting economic activity.

“Municipal efficiency is not only an administrative issue. When a business can open sooner, a citizen receives a service faster or public employees spend less time navigating unnecessary processes, we are also creating better conditions for economic development.” — Rafael Sánchez, Founder and Principal Advisor, Intelbex

The presentation highlighted operational challenges such as manual approvals, repeated information requests, citizens moving between offices, telephone-based follow-ups and management intervention in routine processes.

“Citizens don’t see municipalities as a collection of independent departments. They see the municipality as one solution to their needs.” — Rafael Sánchez

Sánchez emphasized the importance of designing processes around the citizen experience rather than internal organizational structures.

He also presented a six-stage approach — Identify, Understand, Rethink, Test, Implement and Measure — designed to help organizations distinguish symptoms from root causes, simplify processes, establish clear accountability and measure results before introducing new technology.

Technology and artificial intelligence were addressed as tools for improving municipal operations, but Sánchez emphasized that digital transformation should follow operational redesign rather than precede it.

“AI applied to a broken process only helps you fail faster.” — Rafael Sánchez

The remark reinforced the presentation’s central principle: simplify first, automate second.

Sánchez concluded that municipal agility ultimately translates into better experiences for citizens, businesses and public employees, positioning efficient local government as an important enabler of economic development.
